Claus Lohmar 65618c57db feat(setup): add the /setup bootstrap wizard (SPEC-005) ... Reserved, setup-mode-only, loopback-only: the domain, the top admin, the authenticator (TOTP), mail/locale — then Finish persists and the dashboard becomes reachable.
